Course Introduction
The County Government Management and Decentralized Administration Training Course provides advanced knowledge and practical capabilities for professionals responsible for managing county-level institutions, coordinating decentralized functions, strengthening administrative systems, and improving public service delivery. The programme examines county governance from strategic, institutional, financial, operational, human-resource, technological, accountability, and community-engagement perspectives.
Effective county government requires more than the transfer of functions from national institutions to subnational authorities. It requires capable leadership, clear mandates, effective departmental coordination, sustainable financing, competent personnel, reliable information systems, transparent decision-making, citizen participation, and strong performance-management arrangements. Participants will examine how these elements interact and how county institutions can convert decentralized authority into measurable improvements in services and local development.
The course explores county strategic planning, budgeting, local revenue administration, intergovernmental relations, human-resource management, procurement, infrastructure, service delivery, public participation, records management, risk management, monitoring and evaluation, and institutional performance. Participants will learn how to align county plans, budgets, programmes, departmental operations, development priorities, and community expectations while maintaining accountability for resources and results.
Particular emphasis is placed on strengthening coordination between county leadership, departments, assemblies, technical teams, national institutions, municipalities, communities, private-sector organizations, civil society, and development partners. Participants will examine practical approaches for clarifying institutional roles, resolving coordination challenges, managing shared responsibilities, improving information flows, strengthening partnerships, and supporting integrated county development.
Emerging issues are incorporated throughout the programme, including digital county administration, smart local government, data-driven decision-making, artificial intelligence, GIS, integrated management information systems, digital citizen services, climate resilience, urbanization, county-level economic development, participatory budgeting, cybersecurity, and data governance. Participants will consider how new technologies can improve county administration while addressing digital exclusion, privacy, institutional capacity, and responsible technology adoption.
By the end of the course, participants will be able to strengthen county administrative structures, improve decentralized management, coordinate county functions, manage public resources, enhance service delivery, strengthen citizen participation, apply performance information, and lead institutional transformation. The programme is designed to support accountable, responsive, efficient, innovative, financially sustainable, and future-ready county governments capable of delivering measurable development outcomes.
