Course Introduction

County and local governments are responsible for delivering essential public services, infrastructure, community programmes, and local development initiatives within complex institutional, financial, political, and social environments. Effective project management at this level requires the ability to translate local development priorities into realistic projects, coordinate stakeholders, manage public resources, and deliver measurable results within regulatory and fiscal constraints.

This course provides a practical framework for managing county and local government projects from identification and planning through implementation, monitoring, completion, and sustainability. It examines how project managers can align projects with local development plans, establish appropriate governance structures, develop implementation schedules, manage budgets, coordinate departments and partners, and maintain accountability throughout the project lifecycle.

Participants will develop practical skills in project scope definition, work planning, budgeting, procurement, contract management, risk management, stakeholder engagement, team coordination, monitoring, reporting, and project controls. Particular attention is given to the challenges faced by local governments, including limited resources, competing priorities, institutional capacity constraints, procurement delays, political pressures, community expectations, and coordination across administrative levels.

The course also focuses on public-sector project performance and accountability. Participants will learn how to establish results frameworks, indicators, milestones, project dashboards, expenditure controls, risk registers, issue logs, and reporting mechanisms that support timely management decisions. The programme connects project-level performance with broader county and local development outcomes so that implementation is driven by results rather than activity completion alone.

Modern local government projects increasingly need to respond to rapid urbanisation, climate change, infrastructure pressures, digital transformation, population growth, inclusion requirements, environmental concerns, and changing citizen expectations. The course therefore incorporates emerging approaches such as digital project management, data-driven decision-making, climate-resilient infrastructure, participatory planning, local economic development, and technology-enabled service delivery.

By the end of the course, participants will be better equipped to plan, implement, control, and close county and local government projects in a disciplined and accountable manner. They will gain practical approaches for improving project readiness, strengthening institutional coordination, controlling costs and schedules, managing implementation risks, engaging communities, and ensuring that public projects generate sustainable and inclusive local development benefits.
