Course Introduction

Construction projects require rigorous financial, technical, commercial, and operational controls because they involve substantial expenditure, complex contracts, changing site conditions, specialist contractors, extensive documentation, and significant exposure to delays and cost escalation. The Construction Project Auditing and Cost Control Training Course develops advanced skills for auditing construction projects and evaluating whether project costs, progress, contracts, resources, and controls are managed effectively throughout the project lifecycle.

The programme provides a structured approach to auditing construction projects from feasibility, design, estimating, procurement, and contract award through mobilisation, construction, payment, completion, handover, and final account settlement. Participants will learn how to assess project governance, cost baselines, budgets, bills of quantities, schedules, procurement decisions, contractor obligations, site controls, change management, and management reporting using risk-based audit techniques.

A central component of the course is construction cost control and expenditure assurance. Participants will develop practical methods for reviewing cost estimates, quantities, rates, valuations, invoices, payment certificates, advances, retention, provisional sums, contingencies, escalation, commitments, forecasts, and final accounts. They will also examine how to reconcile financial expenditure with verified physical progress and identify cost overruns, unsupported payments, inaccurate forecasts, and weaknesses in cost monitoring.

The programme also addresses the commercial and contractual factors that can materially affect construction costs. Participants will learn how to audit variations, extensions of time, contractor claims, price adjustments, compensation events, provisional quantities, remeasurement, disputes, and liquidated damages. Particular attention is given to determining whether changes are properly justified, technically supported, authorised, accurately valued, and appropriately reflected in project budgets and forecasts.

Construction auditing must also consider physical delivery, quality, safety, fraud, and technical compliance. The course therefore covers site inspections, quantity verification, quality testing, materials, defects, contractor performance, subcontractors, health and safety, environmental requirements, fraud indicators, collusion, inflated claims, false certifications, duplicate payments, and other construction-specific risks. Data analytics and technology-enabled auditing are incorporated to strengthen transaction testing, anomaly detection, project monitoring, and continuous assurance.

By the end of the programme, participants will be able to plan and conduct comprehensive construction project audits, test project costs and payments, verify physical progress, assess contractor performance, evaluate variations and claims, analyse cost and schedule trends, identify fraud and control weaknesses, and formulate practical recommendations. The course supports stronger cost discipline, project accountability, construction quality, value for money, financial control, and successful project completion.
