Course Introduction

Consortium projects bring together multiple organizations with different mandates, capabilities, systems, cultures, and operational approaches to achieve shared project objectives. Effective consortium management requires more than coordinating activities; it involves establishing clear governance, decision-making, accountability, communication, resource management, performance expectations, and mechanisms for resolving differences among participating organizations.

This course provides a practical framework for managing consortium projects from formation and mobilisation through implementation, performance management, risk management, reporting, adaptation, and closeout. Participants will learn how to translate consortium agreements, partnership arrangements, approved project designs, budgets, and results frameworks into coordinated implementation systems that support collective accountability and effective delivery.

Successful consortium coordination depends on balancing organizational autonomy with collective responsibility. Participants will explore practical approaches for defining roles, allocating responsibilities, establishing governance bodies, managing workstreams, coordinating technical inputs, aligning budgets, and maintaining consistent project standards across consortium members while respecting legitimate differences in organizational systems and expertise.

The course places strong emphasis on communication, collaboration, performance management, financial coordination, risk management, and dispute resolution. Participants will learn how to identify coordination bottlenecks, manage dependencies, address uneven performance, resolve competing priorities, and create transparent escalation mechanisms that allow consortium leadership to make timely and evidence-based decisions.

Consortium arrangements are increasingly influenced by localization, equitable partnerships, digital collaboration, complex funding structures, shared risk, third-party implementation, safeguarding, data protection, and demands for measurable collective impact. The course examines these emerging issues and considers how consortium managers can build flexible coordination systems that remain effective across diverse institutional, geographic, and operational environments.

By the end of the course, participants will be able to establish stronger consortium governance structures, coordinate member organizations, align implementation plans and resources, monitor collective performance, manage risks and disputes, strengthen communication, and support joint accountability. The programme provides practical tools for turning complex multi-organization arrangements into coordinated, high-performing project delivery partnerships.
