Course Introduction
Development projects implemented in fragile, conflict-affected, or socially divided environments require planning approaches that recognise how interventions can interact with existing tensions, inequalities, grievances, power structures, and local conflict dynamics. Conventional planning methods may unintentionally reinforce divisions or create new sources of competition, making conflict sensitivity an essential component of responsible project design and implementation.
This course provides a comprehensive and practical framework for integrating conflict sensitivity into development project planning. Participants will examine how to understand conflict dynamics, identify conflict drivers and peace factors, assess stakeholder interests, map relationships and power, anticipate unintended consequences, and adapt project objectives, activities, resource allocation, partnerships, and implementation arrangements accordingly.
Effective conflict-sensitive planning requires more than avoiding obvious harm. Project teams must continuously examine how resources, opportunities, services, employment, infrastructure, procurement, partnerships, and decision-making processes may be perceived and distributed across different groups. Participants will learn practical methods for identifying potential tensions, analysing project interactions with conflict dynamics, and designing interventions that minimise harm while supporting inclusion, resilience, social cohesion, and constructive engagement.
The course also explores conflict-sensitive risk management, stakeholder engagement, safeguards, communication, monitoring, and adaptive management. Participants will develop approaches for working with communities, government institutions, local organisations, development partners, and other stakeholders where trust may be limited and relationships may be contested. Particular attention is given to managing grievances, misinformation, exclusion, elite capture, resource competition, and unintended project impacts.
Contemporary conflict environments are increasingly influenced by climate pressures, displacement, resource scarcity, digital technologies, misinformation, political polarisation, organised crime, and rapidly changing socioeconomic conditions. The course therefore examines emerging issues such as climate-conflict linkages, digital conflict dynamics, data responsibility, localisation, gender-responsive conflict sensitivity, community-led approaches, and the use of conflict-sensitive monitoring to support adaptive decision-making.
By the end of the course, participants will be able to integrate conflict sensitivity into project identification, design, planning, budgeting, implementation arrangements, stakeholder engagement, risk management, monitoring, and adaptation. They will be better equipped to anticipate unintended consequences, strengthen social cohesion, reduce conflict-related risks, support inclusive development, and design projects that remain relevant and responsible in complex operating environments.

Comprehensive Course Outline
Module 1: Foundations of Conflict-Sensitive Project Planning
Examine the principles, concepts, terminology, and practical importance of conflict sensitivity in development project planning and management.
Explore how development interventions can interact positively or negatively with conflict dynamics, social divisions, grievances, and peacebuilding opportunities.
Distinguish conflict sensitivity from conflict prevention, peacebuilding, stabilisation, humanitarian action, and do-no-harm approaches while examining their practical connections.
Examine emerging conflict-sensitive planning challenges involving climate change, displacement, digital technologies, misinformation, localisation, and complex emergencies.
Module 2: Conflict Analysis and Context Assessment
Apply structured conflict analysis methods to understand conflict causes, triggers, actors, dynamics, relationships, grievances, capacities, and peace factors.
Examine structural, proximate, and immediate causes of conflict and assess how they interact across political, economic, social, environmental, and institutional dimensions.
Develop context analysis processes that account for changing political conditions, socioeconomic pressures, security developments, resource competition, and community perceptions.
Explore practical methods for updating conflict analysis throughout the project lifecycle as circumstances, relationships, risks, and stakeholder interests evolve.
Module 3: Stakeholder, Power, and Relationship Mapping
Identify conflict actors, affected communities, institutions, influential stakeholders, vulnerable groups, intermediaries, and potential peacebuilding partners.
Analyse stakeholder interests, power, influence, grievances, relationships, alliances, tensions, incentives, and potential effects on project implementation.
Examine formal and informal power structures and determine how decision-making authority and resource control may influence perceptions of project fairness.
Develop inclusive stakeholder engagement approaches that reduce exclusion, strengthen trust, improve participation, and manage competing interests constructively.
Module 4: Conflict-Sensitive Project Design and Theory of Change
Integrate conflict analysis into project objectives, theories of change, results frameworks, intervention logic, outputs, activities, and implementation strategies.
Assess how project assumptions and intended results may interact with conflict drivers, social divisions, inequalities, grievances, and local peace factors.
Develop alternative intervention options that minimise potential negative effects while maximising opportunities for inclusion, resilience, cooperation, and social cohesion.
Apply conflict-sensitive design principles to infrastructure, service delivery, livelihoods, governance, natural resources, institutional strengthening, and community development projects.
Module 5: Conflict-Sensitive Resource Allocation, Procurement, and Partnerships
Examine how project budgets, employment opportunities, procurement decisions, contracts, grants, and resource distribution can influence conflict perceptions and local relationships.
