Course Introduction

Large-scale programme surveys provide essential evidence for measuring outcomes, assessing service quality, understanding beneficiary experiences, and evaluating the effectiveness of development interventions. Computer-Assisted Web Interviewing (CAWI) enables respondents to complete structured questionnaires online through computers, tablets, or smartphones, supporting efficient data collection across geographically dispersed populations. This course equips participants with practical knowledge and skills to design, program, test, deploy, and manage web-based surveys that generate reliable information for programme monitoring, evaluation, research, and evidence-informed decision-making.

The course introduces the methodological foundations and technical workflows of CAWI, including online questionnaire architecture, respondent access, survey invitations, question presentation, automated validation, response tracking, and centralized data management. Participants explore how web-based surveys differ from face-to-face, telephone, and interviewer-administered approaches, particularly in relation to respondent autonomy, digital access, questionnaire usability, participation rates, and sample coverage. The training emphasizes selecting appropriate survey methods for programme objectives and understanding the operational conditions required to implement secure, accessible, and reliable online data collection at scale.

A central component of the programme focuses on designing effective web questionnaires that translate programme indicators and evaluation questions into clear, accessible, and logically structured digital instruments. Participants learn to configure question types, conditional displays, skip logic, mandatory responses, validation rules, randomized options where appropriate, and progress indicators. Practical exercises address beneficiary satisfaction surveys, programme outcome assessments, service delivery evaluations, organizational assessments, and stakeholder consultations. The training also covers responsive questionnaire layouts, mobile compatibility, accessibility considerations, multilingual presentation, and strategies for reducing respondent burden while maintaining the completeness and analytical usefulness of collected information.

The course further examines the operational management of large-scale online surveys, including sampling, contact list preparation, invitation distribution, reminders, access control, response monitoring, and follow-up procedures. Participants learn to establish fieldwork dashboards, track participation patterns, monitor response rates, identify technical problems, and coordinate corrective actions throughout data collection. Special attention is given to managing duplicate submissions, incomplete questionnaires, suspicious response patterns, and survey fatigue. Through practical exercises, participants develop procedures for improving participation without compromising voluntary consent, respondent privacy, or the integrity of the research design.

Data protection, research ethics, and methodological quality are integrated throughout the programme. Participants examine informed consent, confidentiality, secure handling of contact information, responsible data retention, and safeguards against unauthorized access. The course also explores potential sources of CAWI bias, including digital exclusion, self-selection, non-response, device differences, and accessibility barriers. Participants learn to document survey limitations, assess the representativeness of achieved responses, and consider appropriate weighting, targeted follow-up, or complementary data collection methods where justified. These practices support responsible interpretation of findings and reduce the risk of overstating conclusions from online survey data.

By the end of the training, participants will be better prepared to manage the complete CAWI survey lifecycle, from research design and questionnaire programming to online deployment, response monitoring, data cleaning, and analytical reporting. They will understand how to coordinate technical and programme teams, maintain survey quality across large respondent populations, and translate collected information into useful evidence. The course is applicable to government programmes, NGOs, humanitarian operations, public service assessments, education and health initiatives, and development partner evaluations. It promotes efficient digital research, stronger respondent engagement, improved data governance, and more timely programme learning.
