Course Introduction

Community land tenure regularization and registration are essential to strengthening land rights, improving tenure security, supporting inclusive development, and reducing disputes over land ownership and use. The Community Land Tenure Regularization and Registration Project Delivery Intensive Course provides participants with practical methods for planning, coordinating, implementing, and monitoring community land regularization initiatives. The course examines how legal recognition, participatory boundary identification, land rights documentation, cadastral information, community consultation, and registration processes can be integrated into a coordinated project delivery framework that respects local realities and applicable land laws.

Community land projects frequently involve customary tenure systems, collective ownership arrangements, overlapping claims, historical grievances, informal occupation, seasonal resource use, and competing interests among households, communities, government institutions, and external stakeholders. Effective regularization requires a clear understanding of the legal and institutional framework governing land rights, the distinction between individual and collective tenure, and the procedures for identifying legitimate rights holders. Participants will explore approaches for documenting existing tenure arrangements, assessing eligibility, mapping customary boundaries, identifying potential conflicts, and establishing transparent processes that protect community interests throughout registration.

Successful delivery also depends on meaningful participation, accessible information, gender inclusion, and appropriate representation of vulnerable or underrepresented groups. Women, young people, pastoralists, Indigenous Peoples where applicable, minority groups, tenants, and people with disabilities may face barriers to participating in land administration processes or having their rights formally recognized. The course examines participatory planning, community engagement, informed consultation, accessible grievance mechanisms, and inclusive decision-making practices that help ensure regularization processes do not unintentionally reinforce existing inequalities. Participants will learn how to identify representation gaps, manage sensitive consultations, document community decisions, and maintain confidence in the process.

Technical activities such as cadastral surveying, geospatial mapping, parcel identification, boundary demarcation, land records verification, and registry data preparation must be carefully coordinated with legal validation and community-level decision-making. Weak integration between these activities can result in inaccurate records, disputed boundaries, duplicate claims, delays, and costly rework. The course explores how to establish reliable data collection procedures, coordinate field teams, apply quality assurance standards, maintain audit trails, and reconcile spatial information with documentary evidence and community testimony. Participants will also examine how geographic information systems, satellite imagery, mobile data collection, digital registries, and secure document management can improve the efficiency and transparency of land regularization projects.

Community land regularization projects must address legal, institutional, financial, environmental, social, and operational risks throughout the delivery lifecycle. Disputes over boundaries, competing inheritance claims, inadequate consultation, political interference, land speculation, fraud, weak institutional coordination, and limited administrative capacity can undermine project credibility and delay registration. Participants will learn to develop risk registers, define escalation procedures, coordinate dispute resolution, establish documentation controls, and monitor implementation performance. The course also considers the importance of protecting sensitive personal and land information, ensuring lawful data access, maintaining reliable records, and establishing appropriate procedures for correcting errors or handling contested applications.

By completing the Community Land Tenure Regularization and Registration Project Delivery Intensive Course, participants will be better equipped to manage community land projects from initial assessment and mobilization through consultation, surveying, adjudication, registration, and post-registration support. They will develop practical skills in project planning, legal and institutional coordination, participatory land administration, geospatial data management, stakeholder engagement, dispute management, quality assurance, budgeting, monitoring, and results reporting. The course emphasizes responsible project delivery that strengthens tenure security, supports fair recognition of legitimate rights, improves land administration services, and promotes sustainable community development within the applicable legal framework.
