Introduction

Risk reduction has become a key focus for governments and organizations worldwide, but measuring its success remains challenging. Community-based disaster management focuses on risk reduction programs designed by and for people living in disaster-prone areas. Unlike top-down government efforts, community-based approaches recognize the unique vulnerabilities, capacities, and needs of local communities, making disaster management more relevant and effective.

Many formal disaster management interventions miss the mark because communities may be unaware of them or find them unsuitable. Local people often lack the resources or technical support needed to complement their own efforts. Since disasters affect every part of a community, everyone—from individuals to public services—has a role to play. Effective risk reduction requires the active participation and collaboration of the entire community.

This course aims to clarify the difference between risk reduction and general community development, helping participants understand how to identify real risks and take targeted actions to reduce them. By exploring the roles of all stakeholders and demystifying community-based risk reduction concepts, the training empowers participants to support stronger, more resilient communities.

Module 1: Introduction to Community Based Risk Assessment (CBRA)

  • Key definitions and terminology relevant to CBRA
  • Importance and objectives of community-based risk assessment
  • Principles and benefits of community participation in risk reduction

Module 2: The CBRA Process

  • Initiating the CBRA process: engagement and planning
  • Community profiling: understanding social, economic, and environmental characteristics
  • Conducting a comprehensive community risk assessment
  • Formulating an initial Disaster Risk Reduction (DRR) plan collaboratively
  • Establishing community disaster response organizations and leadership structures
  • Implementing short-, medium-, and long-term risk reduction activities, projects, and programs
  • Ongoing monitoring, evaluation, and adaptive management of risk reduction measures

Module 3: Hazard Assessment and CVA Matrix

  • Identification and analysis of hazards affecting communities
  • Using the Capacity, Vulnerability, and Adaptation (CVA) matrix to evaluate community strengths and weaknesses
  • Integrating hazard data with community capacity assessments for effective planning

Module 4: Risk Assessment and CBRA Reporting

  • Steps to prepare a detailed and actionable CBRA report
  • Practical exercises in applying CBRA tools and data collection methods
  • Communicating findings clearly to stakeholders and community members

Module 5: Perspectives on Community-Based Disaster Risk Management

  • Exploring the bottom-up approach to disaster risk reduction
  • The role of community empowerment and ownership in sustainable risk management
  • Challenges and opportunities in community-led initiatives

Module 6: Components and Purpose of Community-Based Disaster Risk Assessment

  • Identifying social, economic, physical, and environmental risk factors
  • Clarifying the aims and scope of community-based assessments
  • Aligning assessments with broader disaster management frameworks

Module 7: Pressure and Release Model – Understanding Vulnerability

  • Analyzing causes and effects of vulnerability through the Disaster Pressure Model
  • How underlying social, economic, and political pressures increase disaster risk
  • Strategies to address root causes and reduce vulnerability

Module 8: Roles and Responsibilities in Community Disaster Risk Management

  • Mapping actors at the community level: individuals, groups, local authorities, NGOs
  • Defining clear roles and coordination mechanisms
  • Building effective partnerships for risk reduction

Module 9: Policies and Legislative Frameworks for Community Based Risk Reduction

  • Overview of national and local policies supporting community risk reduction

Module 10: Community Resilience Building

  • Strategies for strengthening social capital and community networks

Module 11: Early Warning Systems and Preparedness at Community Level

  • Designing and implementing community-based early warning systems
  • Role of communication and information dissemination before disasters
  • Preparedness planning including drills, evacuation plans, and resource pre-positioning
