Course Introduction

Community-based disaster risk reduction (CBDRR) is a critical approach for building resilience in fragile and conflict-affected contexts where vulnerability to disasters is heightened by weak governance, insecurity, and limited infrastructure. This course provides a comprehensive framework for understanding how communities can be empowered to anticipate, prepare for, respond to, and recover from disasters effectively.

The program explores how disaster risk is shaped by social, economic, environmental, and political factors, particularly in fragile contexts where institutions are weakened or disrupted. Participants will gain insight into how community-led approaches can strengthen early warning systems, local preparedness, and adaptive capacity in high-risk environments.

A strong focus is placed on participatory approaches that place communities at the center of disaster risk reduction planning and implementation. The course demonstrates how local knowledge, indigenous practices, and community structures can be leveraged to enhance resilience and reduce disaster impacts.

Participants will also examine the intersection between disaster risk reduction, humanitarian response, and development programming. The course highlights how integrated approaches are essential in fragile contexts where crises are complex, recurrent, and often interconnected with conflict and climate change.

The course incorporates practical tools, case studies, and field-based methodologies for assessing risks, mapping vulnerabilities, and designing community-driven disaster risk reduction strategies. Participants will learn how to work effectively with local stakeholders to build sustainable resilience systems.

By the end of the course, participants will be equipped with the knowledge and skills to design, implement, and evaluate community-based disaster risk reduction initiatives that strengthen resilience, reduce vulnerability, and improve outcomes in fragile and high-risk contexts.
