Course Introduction
Complex public problems rarely fit within the mandate of a single government institution. Issues such as unemployment, urban development, public health, environmental sustainability, service accessibility, poverty, infrastructure, and digital inclusion involve interconnected causes, multiple stakeholders, competing interests, and shared responsibilities. Effective public problem-solving therefore requires structured collaboration that brings diverse expertise, evidence, resources, and perspectives together around clearly defined public outcomes.
Collaborative Public Problem-Solving Training Course provides public-sector professionals with practical methods for diagnosing complex problems, engaging stakeholders, generating solutions, testing interventions, and coordinating implementation. Participants will learn how to move beyond fragmented institutional responses by using collaborative approaches that identify root causes, clarify stakeholder interests, build shared understanding, develop practical options, and establish collective responsibility for action.
The programme introduces a structured problem-solving cycle covering problem framing, evidence gathering, systems thinking, stakeholder mapping, root-cause analysis, opportunity identification, solution generation, prioritization, prototyping, implementation planning, monitoring, and learning. Participants will explore practical tools such as problem trees, systems maps, stakeholder matrices, journey mapping, causal analysis, design-thinking techniques, scenario planning, decision matrices, and collaborative workshops.
A central focus is placed on solving problems where stakeholders have different priorities, incentives, resources, authority, knowledge, and perceptions. Participants will learn how to facilitate productive dialogue, manage disagreement, build consensus without suppressing legitimate differences, negotiate trade-offs, and create shared commitments. The course also addresses common barriers such as institutional silos, political sensitivities, limited resources, weak evidence, stakeholder fatigue, implementation resistance, and unclear ownership.
The course incorporates emerging approaches including behavioural insights, artificial intelligence, data analytics, participatory governance, digital collaboration platforms, service design, innovation methods, real-time policy intelligence, and adaptive management. Participants will consider how these approaches can improve public problem-solving while addressing important concerns around data quality, privacy, digital exclusion, algorithmic bias, ethical decision-making, misinformation, and responsible technology adoption.
By the end of the programme, participants will be able to lead structured collaborative problem-solving processes that convert complex public challenges into actionable, evidence-informed solutions.
