Course Introduction

Climate change has become one of the most urgent global governance challenges of the 21st century, requiring governments, institutions, and development actors to adopt coordinated, evidence-based, and forward-looking policy responses. Rising temperatures, environmental degradation, biodiversity loss, and increasing climate-related disasters are reshaping development priorities across all sectors. This course equips participants with the knowledge and tools to understand climate governance systems and design effective green public policies that support sustainable development objectives.

Effective climate governance requires strong institutional frameworks that integrate environmental sustainability into national planning, budgeting, regulation, and service delivery systems. Governments must ensure that climate considerations are mainstreamed across all sectors, including energy, agriculture, transport, urban development, and public administration. Participants will explore how governance structures can be strengthened to ensure accountability, coordination, and policy coherence in addressing climate challenges.

Green public policy plays a central role in guiding sustainable development pathways by promoting low-carbon growth, resource efficiency, environmental protection, and social inclusion. Policymakers are increasingly expected to balance economic development goals with environmental sustainability imperatives. This course provides a comprehensive understanding of policy instruments such as carbon pricing, green taxation, environmental regulation, and climate financing mechanisms.

Sustainable development goes beyond environmental protection and encompasses economic resilience, social equity, and long-term ecological balance. Achieving sustainability requires integrated approaches that align public policy with global frameworks such as the Sustainable Development Goals (SDGs) and the Paris Agreement. Participants will learn how to design and implement policies that promote inclusive growth while protecting natural ecosystems.

Climate governance also demands strong collaboration between governments, private sector actors, civil society organizations, and international development partners. Multi-stakeholder engagement is essential for mobilizing resources, sharing knowledge, and ensuring effective implementation of climate action strategies. This course emphasizes partnership-building approaches that strengthen collective action for sustainability.

By the end of the course, participants will be equipped with practical skills to design climate-responsive policies, strengthen environmental governance systems, and implement sustainable development strategies that contribute to resilient and climate-smart societies.
