Course Introduction
Climate change has become one of the most significant challenges affecting national development trajectories across the world. Governments are increasingly required to integrate climate adaptation, mitigation, resilience, and sustainable development priorities into national planning frameworks to achieve long-term economic growth while reducing climate vulnerabilities. Climate finance plays a critical role in enabling countries to mobilize resources for climate action, implement nationally determined contributions, and achieve sustainable development goals. This course provides participants with the knowledge and tools needed to align climate finance strategies with national development planning processes and priorities.
As international climate commitments continue to evolve, countries face growing pressure to develop comprehensive climate finance frameworks that support national development objectives. Public institutions, development agencies, and financial organizations must understand how to identify, access, manage, and allocate climate finance resources effectively. This course examines the financial, institutional, and policy mechanisms required to integrate climate finance into national planning systems and strengthen the capacity of governments to mobilize climate-related investments.
The course explores global climate finance architecture, including multilateral climate funds, development finance institutions, bilateral financing mechanisms, private sector investments, and innovative climate finance instruments. Participants will gain practical insights into how climate finance can support infrastructure development, energy transitions, agricultural resilience, water security, disaster risk reduction, and other priority sectors within national development plans. The course emphasizes strategic planning approaches that maximize development outcomes while addressing climate risks.
A major focus of the program is the integration of climate finance into budgeting, public financial management systems, investment planning frameworks, and sectoral development strategies. Participants will learn methodologies for climate budgeting, expenditure tracking, climate-sensitive investment appraisal, and financing gap assessments.
