Course Introduction

Climate finance in fragile and conflict-affected regions presents unique challenges due to weak governance structures, insecurity, limited institutional capacity, and heightened vulnerability to climate shocks. This course provides a comprehensive framework for designing and implementing climate finance solutions in these complex environments.

Participants will explore how climate finance mechanisms can be adapted to contexts affected by conflict, displacement, and institutional fragility. The course highlights strategies for ensuring that funding reaches vulnerable populations while maintaining transparency and accountability.

A strong focus is placed on building resilient financial systems that can operate effectively in unstable environments. Learners will examine how international donors, development banks, and humanitarian agencies structure climate finance interventions in fragile states.

The program also addresses the intersection of climate change, resource scarcity, and conflict dynamics, showing how climate stress can exacerbate insecurity and displacement. Participants will analyze risk-informed financing approaches that integrate peacebuilding and climate resilience.

Special attention is given to blended finance, concessional funding, and risk guarantees designed to unlock investment in high-risk regions. Case studies demonstrate how climate finance is being used to rebuild infrastructure and strengthen adaptive capacity in fragile contexts.

By the end of the course, participants will be equipped to design climate finance strategies that are conflict-sensitive, resilient, and capable of delivering sustainable development outcomes in fragile regions.
