Course Introduction

Climate finance and public financial management are increasingly interconnected as governments face rising pressure to align fiscal systems with climate goals. This course provides a comprehensive understanding of how public finance frameworks can be restructured to support climate mitigation, adaptation, and sustainable development priorities.

Participants will explore how governments integrate climate considerations into budgeting, expenditure planning, and fiscal policy design. The course highlights how climate-responsive public financial management systems ensure efficient allocation of resources toward low-carbon and climate-resilient investments.

A strong focus is placed on climate budgeting, green fiscal reforms, and the integration of environmental sustainability into national planning systems. Learners will examine how public institutions track and manage climate-related expenditures across sectors and programs.

The program also explores climate finance governance structures, including intergovernmental fiscal relations, public investment management, and accountability mechanisms. Participants will understand how transparency and oversight strengthen climate finance effectiveness.

Special attention is given to performance-based budgeting and results-oriented public financial management systems that link climate finance to measurable development outcomes. Case studies demonstrate how countries are embedding climate priorities into national budgets.

By the end of the course, participants will be equipped to design and implement climate-responsive public financial management systems that improve fiscal efficiency and accelerate climate action.
