Introduction

Climate change policies have become central to global and national development agendas as governments, institutions, and development organizations seek effective approaches for addressing environmental degradation, climate vulnerability, carbon emissions, and socio-economic resilience. However, many climate policies continue to face implementation challenges due to weak coordination systems, limited institutional capacity, inadequate financing, policy fragmentation, and insufficient monitoring and evaluation mechanisms. This course equips participants with practical knowledge and analytical tools for evaluating climate change policies and designing effective reform strategies that support sustainable development and climate resilience objectives.

The course provides a comprehensive understanding of climate policy design, implementation, evaluation, and reform processes within national, regional, and international governance frameworks. Participants will strengthen their capacity to assess policy effectiveness, identify implementation gaps, analyze institutional performance, and recommend evidence-based reforms that improve climate adaptation, mitigation, resilience, and sustainability outcomes across sectors and development programmes.
