Course Introduction

Climate change governance requires coordinated, consistent, and integrated policy action across multiple sectors, institutions, and levels of government. This course provides a comprehensive understanding of how policy coherence can strengthen climate governance systems, reduce fragmentation, and ensure that national and subnational strategies work together toward resilient, low-carbon development pathways. It emphasizes alignment between climate policies, economic planning, and sustainable development objectives.

In many countries, climate policies are developed in silos, resulting in overlapping mandates, conflicting regulations, and inefficient use of resources. This course addresses these challenges by equipping participants with analytical tools to assess policy coherence, identify institutional gaps, and design integrated governance frameworks that enhance effectiveness and accountability in climate action implementation.

The program explores the intersection of climate governance and public policy systems, highlighting how institutions, legal frameworks, and administrative structures influence climate outcomes.
