Course Introduction

The Climate Adaptation Project Planning and Delivery Course equips professionals with the strategic, technical, and managerial competencies required to design, implement, and evaluate projects that strengthen resilience to climate change. As rising temperatures, changing rainfall patterns, floods, droughts, coastal erosion, extreme weather events, and other climate hazards increasingly threaten communities, infrastructure, ecosystems, and economic systems, organizations must move beyond reactive responses toward planned, evidence-based adaptation. This programme provides a practical framework for translating climate risk assessments and resilience priorities into well-structured projects that protect lives and livelihoods, safeguard investments, strengthen institutional preparedness, and support sustainable development under changing climatic conditions.

The course explores the foundations of climate adaptation, climate resilience, vulnerability assessment, and risk-informed development planning. Participants will examine the relationships between climate hazards, exposure, vulnerability, adaptive capacity, and the consequences of climate impacts across sectors such as agriculture, water, energy, transport, health, urban development, housing, and natural resource management. Particular emphasis is placed on understanding how climate projections, historical hazard data, socioeconomic conditions, ecosystem dynamics, and local knowledge can inform project identification and design. Participants will learn to distinguish immediate climate risks from longer-term structural vulnerabilities and use this understanding to establish appropriate adaptation objectives, prioritize interventions, and strengthen the resilience of people, institutions, infrastructure, and ecosystems.

Effective climate adaptation requires a disciplined project lifecycle that connects climate science with technical feasibility, investment decisions, implementation arrangements, and measurable resilience outcomes. The programme examines project concept development, climate risk screening, feasibility studies, options appraisal, cost-benefit analysis, budgeting, scheduling, procurement, and implementation planning. Participants will explore how to compare structural, ecosystem-based, institutional, and community-led interventions while considering lifecycle costs, environmental impacts, social inclusion, operational requirements, and long-term effectiveness. The course also addresses uncertainty in climate projections, competing development priorities, institutional capacity constraints, and the need to avoid maladaptation—interventions that unintentionally increase exposure, transfer risks to other communities, or create new environmental and social vulnerabilities.

Financing and delivering adaptation projects often require coordination among public institutions, local authorities, communities, development partners, private investors, and technical service providers. Participants will investigate climate finance opportunities, public investment mechanisms, grant funding, concessional lending, blended finance, and innovative financing arrangements that support resilience-building initiatives. The programme develops practical capabilities in preparing investment-ready project proposals, developing budgets, managing financial controls, overseeing procurement, coordinating contractors, and maintaining accountability for resources and results. Attention is also given to climate-related project risks, land access, environmental and social safeguards, construction quality, supply chain reliability, stakeholder coordination, and the operational challenges that can affect project delivery in climate-vulnerable settings.

The course emphasizes inclusive adaptation planning that responds to the different needs, capacities, and priorities of affected populations. Participants will explore participatory vulnerability assessments, community engagement, gender-responsive planning, Indigenous and local knowledge, disability inclusion, livelihood protection, and the equitable distribution of adaptation benefits. The programme considers practical interventions such as climate-resilient agriculture, drought preparedness, flood management, water security, resilient public infrastructure, ecosystem restoration, early warning systems, and community-based disaster risk reduction. It also examines how adaptation projects can support social protection, public health preparedness, local economic resilience, and continuity of essential services while strengthening coordination between development planning, disaster risk management, and climate policy.

A central objective of the programme is to strengthen the monitoring, evaluation, learning, and long-term sustainability of climate adaptation investments. Participants will learn to develop results frameworks, resilience indicators, project baselines, monitoring systems, and evaluation approaches that measure changes in vulnerability, adaptive capacity, service continuity, and risk reduction. Emerging topics include climate information services, geospatial analytics, artificial intelligence-assisted risk analysis, nature-based solutions, resilient infrastructure standards, digital early warning systems, and the integration of adaptation with mitigation objectives. Through practical exercises, case studies, and project planning activities, participants will develop a structured approach to taking adaptation initiatives from concept to completion, ensuring that investments remain responsive to changing climate risks and deliver durable benefits for communities, ecosystems, institutions, and future generations.
