Course Introduction

Effective public services begin with a clear understanding of the people who use them. Government institutions often serve populations with very different needs, capabilities, circumstances, behaviours, motivations, and expectations. Citizen personas provide a structured way to represent these differences, helping public service teams move beyond assumptions and design services around evidence-based understanding of diverse citizens and their real-world experiences.

Citizen Persona Development for Public Services Training Course equips public sector professionals with practical techniques for researching, developing, validating, and applying citizen personas across government service design and improvement initiatives. Participants will learn how to transform qualitative and quantitative evidence into useful persona profiles that represent meaningful user groups without relying on stereotypes or unsupported assumptions.

The programme explores how personas can support service discovery, journey mapping, policy development, digital transformation, communication, accessibility, programme design, and citizen experience management. Participants will examine how to identify relevant characteristics such as goals, behaviours, motivations, barriers, service needs, digital capabilities, communication preferences, pain points, expectations, and contextual circumstances.

Participants will learn the complete persona development process, including research planning, data collection, segmentation, pattern identification, synthesis, persona creation, validation, prioritization, documentation, and application. The course emphasizes the importance of grounding personas in reliable evidence from interviews, surveys, service analytics, administrative data, citizen feedback, observation, usability research, and frontline staff knowledge.

Particular attention is given to inclusion and representation. Public services must account for people with disabilities, older citizens, digitally excluded populations, people with limited literacy or language barriers, remote communities, and citizens experiencing different socioeconomic or service circumstances. Participants will learn how to avoid stereotypes, recognize intersectionality, validate assumptions, and create personas that support equitable and accessible service design.
