Course Introduction
Government services are experienced by citizens as journeys rather than isolated transactions. A person may move through multiple departments, websites, offices, forms, eligibility checks, payment systems, approvals, notifications, and follow-up processes before receiving a service. Citizen journey mapping helps government teams visualize this end-to-end experience, identify barriers and moments of frustration, and redesign services around real citizen needs and outcomes.
Citizen Journey Mapping for Government Services Training Course provides public sector professionals with practical methods for researching, mapping, analyzing, and improving citizen journeys across physical, digital, telephone, mobile, and assisted service channels. Participants will learn how to understand the citizen perspective while also examining the internal processes, systems, policies, data flows, organizational responsibilities, and operational dependencies that shape service experiences.
The course moves beyond simple process mapping by examining what citizens think, feel, need, expect, and do at each stage of their interaction with government. Participants will explore personas, user research, journey stages, touchpoints, channels, pain points, emotions, moments of truth, service dependencies, accessibility barriers, and opportunities for improvement. This approach enables government teams to identify problems that may remain invisible when services are viewed only from an institutional perspective.
Participants will learn how to create current-state and future-state journey maps and connect them with service blueprints, process maps, stakeholder maps, experience metrics, and improvement priorities. Practical techniques will be used to identify unnecessary steps, duplication, repeated information requests, inconsistent communications, unclear responsibilities, long waiting periods, digital exclusion, and other sources of citizen friction.
The programme also addresses omnichannel and life-event service design, recognizing that citizens often need several government services simultaneously. Participants will examine how journey mapping can support integrated services around events such as starting a business, having a child, entering employment, moving residence, accessing social protection, obtaining identification, managing property, or responding to major life changes.
Emerging issues are integrated throughout the course, including artificial intelligence, digital identity, proactive government services, personalization, accessibility, data sharing, automation, omnichannel delivery, and privacy. By the end of the course, participants will be able to turn citizen journey evidence into actionable service improvements that reduce administrative burden, improve accessibility, strengthen citizen experience, increase service completion, and deliver more coordinated and human-centred government services.
