Course Introduction

Public service modernisation is fundamentally about improving how citizens experience government. Changes to service processes, digital platforms, administrative systems, identification requirements, payment channels, customer support, and institutional workflows can create significant benefits, but only when citizens understand the changes, can access the new services, and have confidence that modernisation will improve rather than complicate their interactions with government.

Effective citizen communication must therefore go beyond announcing new systems or programmes. It should explain what is changing, why it matters, how citizens will be affected, what actions they need to take, where they can obtain support, and how their feedback can influence implementation. Clear communication is particularly important when modernisation changes familiar procedures or introduces new digital requirements.

This course develops practical capabilities for communicating public service modernisation from a citizen-centred perspective. Participants learn to analyse service journeys, identify information barriers, develop accessible messages, segment audiences, support adoption, communicate service changes, coordinate information across institutions, and use citizen feedback to improve communication and service delivery.

Artificial intelligence can strengthen citizen communication through feedback analysis, natural language processing, multilingual content support, sentiment and theme analysis, service-information search, content personalisation, chatbot workflows, media monitoring, and communication automation. The course emphasises responsible AI use, including human oversight, accuracy, privacy, accessibility, transparency, bias management, and appropriate escalation when citizens require human assistance.

Modernisation programmes can create communication challenges involving digital exclusion, service disruption, privacy concerns, cybersecurity fears, misinformation, resistance to change, unclear eligibility, technical failures, and unequal access. Participants learn how to communicate these challenges transparently, prepare citizens for transitions, address concerns constructively, and build confidence in modernised public services.

By the end of the course, participants will be equipped to design citizen-centred modernisation communication strategies, explain service changes clearly, improve digital and non-digital access, prepare public-facing teams, use AI responsibly, manage misinformation and transition risks, strengthen feedback mechanisms, coordinate communication across public institutions, and measure whether communication is improving service understanding, adoption, accessibility, trust, and citizen experience.
