Course Introduction
Cash transfer programming has become one of the most effective and widely adopted approaches for delivering humanitarian assistance, social protection, and development support to vulnerable populations. Governments, NGOs, United Nations agencies, and donor organizations increasingly use cash-based interventions to help individuals and households meet their basic needs while preserving dignity, promoting choice, and stimulating local economies. Effective cash transfer programming requires strong technical, operational, financial, and accountability systems to ensure that assistance reaches intended beneficiaries efficiently and transparently. This course provides participants with practical skills for planning, implementing, and managing cash transfer programmes across diverse operational contexts.
The growing use of cash and voucher assistance has transformed the humanitarian and development landscape. Compared to traditional in-kind assistance, cash transfers often offer greater flexibility, cost-effectiveness, and beneficiary satisfaction while supporting local markets and economic recovery. However, programme managers must navigate complex challenges related to beneficiary targeting, payment systems, market functionality, financial risks, compliance requirements, safeguarding, and monitoring processes. Participants will gain practical knowledge of the principles and operational requirements that underpin successful cash transfer programmes.
Cash transfer interventions are increasingly integrated into social protection systems, emergency response mechanisms, resilience-building programmes, and poverty reduction strategies. Programme managers must understand how to select appropriate transfer modalities, determine transfer values, conduct market assessments, and coordinate with stakeholders to maximize programme effectiveness.
