Course Introduction

Cash and Voucher Assistance (CVA) has become one of the most significant shifts in humanitarian programming over the last two decades. By providing people with money or vouchers instead of in-kind goods, CVA empowers crisis-affected communities to meet their needs with dignity, flexibility, and choice. Today, CVA is a cornerstone of humanitarian response, accounting for a growing percentage of global aid due to its effectiveness, cost-efficiency, and alignment with humanitarian principles.

This course introduces participants to the foundations, tools, and practices of CVA in humanitarian settings. It explores the rationale for using cash and vouchers, the conditions under which they are most effective, and the frameworks that guide their implementation. Participants will learn how CVA strengthens local markets, supports resilience, and enables a faster and more adaptive humanitarian response.

The training emphasizes practical design and implementation skills. Participants will examine key steps in the CVA program cycle, including assessments, transfer mechanisms, market analysis, delivery systems, monitoring, and evaluation.
