Introduction

Monitoring and Evaluation (M&E) plays a crucial role in fostering accountability, learning, and evidence-based policy within fragile and conflict-affected states. However, weak institutional capacities, political instability, data scarcity, and limited coordination often undermine the effectiveness of M&E systems. This course provides participants with the technical and strategic competencies needed to design, implement, and strengthen resilient national M&E systems in fragile environments.

Participants will explore the foundational principles of national M&E frameworks and how to adapt them to contexts characterized by fragility, conflict, and limited institutional trust. The course highlights how governments and development partners can collaborate to rebuild governance structures, enhance transparency, and promote data-driven decision-making amid complex challenges.

Emphasis will be placed on understanding the unique political economy of fragility and how it influences monitoring and evaluation priorities. Participants will gain insights into strategies for establishing coordination mechanisms between government, donors, and civil society to sustain M&E efforts even in volatile conditions.

The course integrates practical tools for developing robust data systems, managing uncertainty, and fostering adaptive learning within institutions. Participants will learn approaches to integrating humanitarian, development, and peacebuilding (HDP) frameworks into national M&E strategies to ensure coherence and sustainability.

Through case studies, simulations, and group exercises, the training will illustrate successful experiences of building resilient M&E systems in post-conflict and fragile settings. It also introduces innovative methods such as digital data collection, geospatial monitoring, and community-driven M&E for enhanced inclusivity and reliability.

By the end of this course, participants will be equipped to design adaptive, context-sensitive, and sustainable national M&E systems that strengthen resilience, enhance policy credibility, and accelerate recovery and development outcomes in fragile states.

Training Approach

This course is delivered by our seasoned trainers who have vast experience as expert professionals in the respective fields of practice. The course is taught through a mix of practical activities, theory, group works and case studies.

Training manuals and additional reference materials are provided to the participants.

We can also do this as a tailor-made course to meet organization-wide training needs. A training needs assessment will be done on the training participants to collect data on the existing skills, knowledge gaps, training expectations and tailor-made needs.

Training Venue 

The training will be held at our Upskill Training Centre. We also offer training for a group at requested location all over the world. The course fee covers the course tuition, training materials, two break refreshments, and buffet lunch.
