Course Introduction

Climate change presents one of the most pressing challenges for governments, institutions, and development partners worldwide. This course is designed to equip participants with advanced skills in budgeting for climate adaptation and resilient development projects, ensuring that financial planning aligns with environmental sustainability and long-term resilience goals.

As climate-related disasters increase in frequency and intensity, public and private institutions must rethink how budgets are designed and allocated. Traditional budgeting approaches are no longer sufficient to address risks such as floods, droughts, rising sea levels, and infrastructure vulnerability. This course provides practical tools for integrating climate risk considerations into financial planning frameworks.

Participants will explore how to design budgets that support adaptation strategies across key sectors including agriculture, infrastructure, water resources, energy, and urban development. The course emphasizes the importance of prioritizing investments that reduce vulnerability while enhancing community resilience and sustainable growth outcomes.

A strong focus is placed on climate finance mechanisms, including green bonds, adaptation funds, donor financing, and public-private partnerships. Participants will learn how to mobilize and manage climate-related funding effectively while ensuring accountability, transparency, and alignment with national development priorities.

The course also introduces advanced tools for climate risk assessment and scenario-based budgeting. Participants will understand how to use data, forecasting models, and vulnerability assessments to inform resource allocation decisions that strengthen resilience and reduce long-term economic losses from climate shocks.

By the end of the course, participants will be able to integrate climate adaptation principles into budgeting systems, design resilient development financing frameworks, and lead strategic investment planning that supports sustainable, climate-smart development outcomes.
