Course Introduction

Disaster risk reduction and emergency response systems depend heavily on well-structured and responsive budget planning frameworks. This course equips participants with practical skills to design budgets that support preparedness, mitigation, response, and recovery activities in disaster-prone environments.

Increasing climate-related disasters, pandemics, and humanitarian crises have highlighted the need for resilient financial systems that can respond quickly and effectively. This course addresses how governments and organizations can integrate disaster risk considerations into their budgeting processes.

Participants will learn how to allocate resources efficiently across all phases of disaster management, ensuring that funding is available for early warning systems, emergency response operations, and long-term recovery programs.

The course also explores how contingency funds, emergency reserves, and risk financing mechanisms can be embedded into public financial management systems. It emphasizes proactive rather than reactive financial planning for disasters.

Special focus is given to inter-agency coordination, donor funding mechanisms, and international humanitarian financing systems that support disaster response and resilience building at national and local levels.

Ultimately, this course strengthens institutional capacity to develop adaptive budgeting systems that reduce disaster impacts, save lives, and improve resilience in vulnerable communities.
