Course Introduction

Budget management for social protection and welfare programs is a critical pillar in ensuring inclusive growth, poverty reduction, and equitable distribution of public resources. This course provides participants with advanced knowledge and practical skills required to design, manage, and evaluate budgets that support vulnerable populations effectively while maintaining fiscal discipline and accountability.

Social protection systems are increasingly under pressure due to rising demand, demographic shifts, and constrained fiscal space. This course addresses these challenges by equipping participants with tools to prioritize welfare spending, optimize limited resources, and strengthen the efficiency and impact of social protection budgets across multiple program areas.

A key focus of the course is understanding how to align social protection budgeting with national development strategies and poverty reduction frameworks. Participants will explore how governments and institutions design budget structures that support cash transfers, subsidies, health coverage, unemployment support, and other welfare interventions in a coordinated and sustainable manner.

The course also emphasizes results-based budgeting approaches that link financial allocations to measurable social outcomes. Participants will learn how to develop performance indicators for welfare programs, track expenditure efficiency, and ensure that public funds translate into meaningful improvements in living standards for target populations.

In addition, the program examines the role of data systems and digital platforms in improving the management of social protection budgets. Participants will gain insight into how integrated financial systems, beneficiary databases, and real-time monitoring tools enhance transparency, reduce leakage, and improve targeting accuracy in welfare programs.

Finally, the course addresses governance, accountability, and equity considerations in social protection budgeting. Participants will explore how to design inclusive budgeting systems that ensure fairness, protect vulnerable groups, and maintain public trust through transparent and accountable financial management practices
