Course Introduction

Bridge rehabilitation is a critical infrastructure management activity that extends the service life of existing bridges, restores structural performance, improves safety, and addresses deterioration caused by ageing, environmental exposure, increasing traffic demands, and changing design requirements. Effective rehabilitation requires a coordinated approach that combines structural assessment, engineering investigation, construction planning, financial management, traffic control, quality assurance, and risk mitigation. The Bridge Rehabilitation Project Management Course equips participants with the knowledge and practical skills needed to plan, coordinate, execute, and monitor bridge rehabilitation projects while balancing safety, durability, cost, schedule, environmental considerations, and the operational needs of the surrounding transport network.

Successful bridge rehabilitation begins with a clear understanding of the existing structure, its condition, its historical performance, and the mechanisms responsible for deterioration. Cracking, reinforcement corrosion, concrete spalling, fatigue damage, bearing failure, expansion joint deterioration, scour, drainage deficiencies, and structural movement can affect bridge performance in different ways and require carefully selected intervention strategies. This course examines how project managers work with structural engineers, bridge inspectors, materials specialists, geotechnical engineers, and asset owners to establish rehabilitation objectives, interpret inspection findings, identify critical defects, and prioritize interventions. Participants learn how condition assessments, load evaluations, materials testing, historical records, and site investigations inform project scope definition, technical feasibility, cost estimates, and the development of practical rehabilitation programmes.

Bridge rehabilitation projects often involve greater uncertainty than new construction because existing structural conditions may differ from available drawings, previous inspection reports, or initial engineering assumptions. Hidden deterioration, undocumented modifications, restricted access, unexpected foundation conditions, and limited opportunities for disruptive investigation can introduce significant challenges during implementation. The course explores methods for managing these uncertainties through structured investigation planning, risk registers, design reviews, constructability assessments, contingency planning, and controlled change management. Participants develop an understanding of rehabilitation options, including concrete repair, reinforcement protection, strengthening, bearing and joint replacement, deck rehabilitation, waterproofing, seismic retrofitting, and scour protection. They also learn how to coordinate engineering decisions with budget limitations, service-life objectives, applicable standards, and the operational consequences of alternative intervention strategies.

Managing time, cost, contractors, and stakeholder expectations is particularly important when bridge works affect busy roads, railways, waterways, or essential freight and emergency transport routes. Rehabilitation activities may require lane closures, temporary diversions, staged construction, restricted working hours, temporary supports, and carefully sequenced operations to maintain structural stability and public access. This course addresses the preparation of work breakdown structures, schedules, budgets, procurement packages, traffic management plans, resource forecasts, and project control systems tailored to bridge rehabilitation. Participants learn how to coordinate contractors, designers, inspectors, utilities, transport authorities, local communities, and emergency services while monitoring progress, controlling expenditure, managing claims, and responding to delays without compromising safety or engineering quality.

Safety, quality, environmental management, and regulatory compliance are fundamental throughout bridge rehabilitation. Work may involve working at height, confined spaces, heavy lifting, work over water, temporary structural instability, hazardous coatings, silica exposure, traffic hazards, and interaction with live infrastructure. This course examines project-level approaches to construction safety planning, inspection and test plans, materials acceptance, workmanship verification, nonconformance management, and emergency preparedness. It also considers environmental protection measures related to river contamination, concrete washout, demolition waste, noise, dust, habitat disturbance, and the responsible handling of potentially hazardous materials. Participants explore how digital inspection systems, building information modelling, structural health monitoring, drones, reality capture, and AI-assisted condition assessment can support rehabilitation planning while recognizing the importance of validated data, professional engineering judgment, and appropriate technical oversight.

By the end of the programme, participants will be able to develop and manage bridge rehabilitation projects using a structured, risk-based, and lifecycle-oriented approach. They will understand how to translate condition assessment findings into achievable project scopes, evaluate rehabilitation alternatives, coordinate design and construction interfaces, establish effective project controls, and verify that completed work meets defined performance and acceptance requirements. Through practical exercises, case studies, and implementation planning, participants will strengthen their ability to anticipate technical and operational challenges, manage multidisciplinary teams, communicate with stakeholders, and make informed decisions throughout the rehabilitation lifecycle. The course supports safer infrastructure, more reliable project delivery, improved asset resilience, and better stewardship of public and private investment in existing bridge networks.
