Course Introduction

Agricultural sector budgeting is a critical foundation for achieving food security, rural transformation, and sustainable economic development. This course equips participants with practical and strategic skills to plan, allocate, and manage financial resources within the agricultural and rural development sectors.

Rural economies depend heavily on effective public investment in agriculture, infrastructure, extension services, and value chain development. This course addresses how governments and development agencies can design budgets that directly support inclusive rural growth and productivity improvement.

Participants will explore how agricultural budgeting systems are structured, including subsidy programs, irrigation investments, input financing, and rural credit systems. The training emphasizes efficiency, accountability, and alignment with national development priorities.

The course also examines financing mechanisms for rural development, including public-private partnerships, donor funding, climate finance, and cooperative financing models that support smallholder farmers and agribusiness development.

Special focus is given to linking agricultural budgets with climate resilience, food systems transformation, and sustainable land use planning to ensure long-term rural economic stability.

Ultimately, this course strengthens institutional capacity to design and manage agricultural budgets that drive rural development, reduce poverty, and improve national food security systems.
