Introduction

Agricultural policy refers to a set of decisions, actions, and strategies adopted by governments or other institutions to guide the development and management of the agricultural sector. These policies define the goals and priorities of a country or institution concerning agricultural production, food security, resource use, rural livelihoods, and market access. Rooted in national legislation and socio-economic objectives, policies serve as a roadmap for coordinating activities across public and private stakeholders, ensuring that agricultural growth aligns with national development goals and the needs of society at large.

In agriculture, policy frameworks play a critical role in shaping the entire value chain — from land use and input supply to production, marketing, financing, and export. They also govern how extension services are delivered, how agricultural research is supported, and how food security is managed. Effective agricultural policies create an enabling environment for investment, innovation, and inclusive growth, while also ensuring that natural resources are managed sustainably and that the needs of vulnerable populations, such as smallholder farmers and rural women, are addressed.

This intensive five-day course is designed to provide participants with a comprehensive understanding of the agricultural policy environment. It explores how policies are formulated, implemented, monitored, and evaluated within various institutional contexts. The course also delves into the rationale for government intervention in agriculture, particularly in areas where market failures, environmental concerns, or equity issues arise. Participants will be introduced to the tools and methodologies used in policy analysis and will engage with real-world case studies to understand the impacts and trade-offs associated with different policy choices.

By the end of the training, participants will have enhanced their capacity to critically assess existing agricultural policies, contribute meaningfully to the policy-making process, and advocate for reforms that promote sustainable agricultural development. The course will benefit professionals involved in policy planning, rural development, research, and advocacy, as well as those working with farmer organizations, government institutions, NGOs, and international development agencies.
