Course Introduction

Agricultural governance plays a critical role in shaping the effectiveness, equity, and sustainability of food systems, rural development programs, and agricultural transformation agendas. Strong governance structures ensure that policies are effectively designed, implemented, monitored, and aligned with national development priorities and international commitments. In many contexts, however, governance challenges such as weak institutions, limited accountability, fragmented policy frameworks, and inadequate coordination continue to undermine agricultural sector performance. This course is designed to equip participants with the knowledge and practical tools needed to strengthen governance systems and improve policy effectiveness in agriculture.

Policy advocacy is increasingly recognized as a key instrument for influencing agricultural reforms, improving institutional responsiveness, and ensuring that the voices of farmers, rural communities, and marginalized groups are included in decision-making processes. Effective advocacy requires a deep understanding of policy environments, stakeholder dynamics, evidence-based communication, and strategic engagement. This course provides participants with practical approaches for developing and implementing advocacy strategies that can shape agricultural policies and institutional reforms at local, national, and regional levels.

Institutional strengthening is essential for building resilient agricultural systems capable of delivering sustainable development outcomes. Weak institutions often lead to inefficiencies, poor service delivery, corruption, and limited capacity to implement agricultural programs effectively.
