Introduction

Theory-Based Evaluation (TBE) represents one of the most powerful approaches in modern monitoring and evaluation, offering a deeper understanding of how and why policies and programs achieve or fail to achieve their intended outcomes. As development challenges become increasingly complex, traditional output-based evaluations often fall short of explaining causal linkages and contextual influences. This course provides participants with the advanced competencies needed to apply theory-based evaluation approaches that uncover the underlying mechanisms driving program success or failure.

Participants will learn how to develop and test theories of change and program logic models that provide a clear causal framework for evaluation. The course explores how these frameworks guide data collection, analysis, and interpretation to ensure that evidence supports robust, evidence-based policy and program decisions.

This advanced training goes beyond basic evaluation design. It immerses participants in methods for articulating assumptions, analyzing pathways of change, and integrating mixed methods to strengthen causal inference. By grounding evaluations in theory, practitioners can deliver findings that inform adaptation, learning, and accountability at all stages of the program cycle.

The course also highlights innovative applications of theory-based approaches in real-world contexts, including contribution analysis, realist evaluation, and process tracing. Participants will gain the practical ability to select, adapt, and apply appropriate approaches to complex, multi-sectoral programs.

Through case studies drawn from international development, governance, and social policy initiatives, participants will learn how to use theory-based evaluation to assess program effectiveness, identify contextual enablers and barriers, and communicate actionable insights to policymakers and stakeholders.

Ultimately, this course equips professionals to design and implement evaluations that not only measure what works, but also explain why it works empowering institutions to achieve meaningful and sustainable impact in policy and development programming.
