Course Introduction
The Advanced Taxpayer Administration and Government Revenue Management Training Course provides an integrated framework for managing taxpayer relationships, strengthening compliance, improving revenue collection, and enhancing the overall performance of government revenue institutions. The programme combines taxpayer administration with strategic revenue management to help public-sector professionals build systems that are efficient, fair, service-oriented, data-driven, and fiscally sustainable.
Effective taxpayer administration begins with accurate taxpayer identification and continues through registration, account management, filing, assessment, payment, compliance monitoring, audit, enforcement, dispute resolution, debt management, and taxpayer support. Participants will examine how these functions can be integrated into a coherent taxpayer lifecycle that minimizes administrative burdens while maintaining effective revenue controls.
The programme places particular emphasis on taxpayer segmentation and compliance risk management. Participants will learn how to identify different taxpayer groups, understand their compliance characteristics, prioritize administrative interventions, and allocate institutional resources according to risk and revenue significance. The course distinguishes between intentional non-compliance and problems caused by complexity, misunderstanding, administrative barriers, or limited taxpayer capacity.
Government revenue management provides the broader fiscal perspective. Participants will explore revenue forecasting, collection performance, revenue-gap analysis, tax expenditure considerations, arrears, leakage, collection efficiency, and the relationship between revenue performance and government fiscal requirements. These concepts help revenue institutions move from transaction processing toward strategic revenue management.
The course also addresses taxpayer service modernization. Participants will examine digital registration, e-filing, electronic payments, taxpayer portals, automated communications, complaints management, service standards, taxpayer education, and assisted digital services. The objective is to improve compliance by making legitimate compliance simpler, more predictable, and more accessible.
Digital transformation is integrated throughout the programme. Participants will assess the use of integrated revenue platforms, data matching, business intelligence, artificial intelligence, predictive analytics, electronic invoicing, automated compliance checks, and real-time revenue monitoring. The programme also covers cybersecurity, taxpayer-data privacy, interoperability, data quality, algorithmic fairness, transparency, auditability, and responsible AI governance.
By the end of the course, participants will be able to strengthen taxpayer administration, improve compliance and collection performance, manage revenue risks, enhance taxpayer services, and use financial and taxpayer intelligence to support strategic government revenue decisions.
