Course Introduction

Advanced tax administration and government revenue management are critical to fiscal sustainability, effective public service delivery, and the capacity of governments to finance national priorities. Strong revenue systems must generate predictable resources while maintaining fairness, transparency, compliance, and taxpayer confidence. This course provides advanced practical knowledge for strengthening tax administration, improving revenue performance, managing compliance risks, and supporting sustainable government resource mobilization.

Modern tax administration requires coordinated systems for taxpayer registration, assessment, filing, payment, verification, audit, collection, dispute resolution, enforcement, and taxpayer services. Participants will examine how these functions interact and how administrative weaknesses can affect revenue performance. The programme focuses on practical approaches for improving compliance, reducing leakage, strengthening collection, simplifying processes, and creating more responsive and efficient revenue institutions.

Government revenue management extends beyond tax collection to include forecasting, revenue analysis, non-tax revenues, fees, charges, dividends, royalties, grants, and other public income streams. Participants will explore techniques for developing realistic revenue projections, analyzing collection trends, identifying revenue gaps, assessing collection risks, and improving coordination between revenue authorities, treasury, finance ministries, and other public institutions. Emphasis is placed on connecting revenue performance with broader fiscal and budget-management objectives.

The course also examines contemporary approaches to taxpayer compliance and risk management. Participants will learn how to segment taxpayers, identify high-risk behaviours, prioritize compliance interventions, strengthen audit selection, manage arrears, and improve voluntary compliance. The programme considers how behavioral insights, data analytics, information exchange, digital services, and risk-based enforcement can improve revenue outcomes without creating unnecessary burdens for compliant taxpayers.

Digital transformation is rapidly changing tax and revenue administration. Electronic filing, digital payments, integrated taxpayer databases, automated assessments, data matching, artificial intelligence, predictive analytics, and real-time reporting can significantly improve administrative efficiency and revenue intelligence. Participants will explore these developments while addressing data governance, privacy, cybersecurity, system interoperability, transparency, algorithmic accountability, and responsible use of advanced technologies.

By the end of the programme, participants will be able to assess tax-administration performance, strengthen compliance systems, improve revenue forecasting, manage collection risks, analyze revenue gaps, and develop practical revenue-enhancement strategies. They will also gain skills for improving taxpayer services and institutional coordination. The course supports stronger domestic resource mobilization, improved revenue predictability, enhanced compliance, administrative efficiency, and sustainable government financing.
