Course Introduction

Equity impact assessment is a critical tool in social development for understanding how policies, programmes, and interventions affect different population groups. This advanced course provides a comprehensive exploration of methodologies, frameworks, and analytical tools used to assess equity impacts and ensure that development initiatives promote fairness and inclusion.

Despite significant progress in development planning, inequalities persist across income, gender, geography, disability status, and other social dimensions. This course examines how equity gaps emerge and how structured impact assessment can identify, measure, and address these disparities in social development programmes and public policy interventions.

Participants will engage with advanced impact evaluation methods, including qualitative and quantitative approaches, mixed-method designs, and participatory assessment tools. The course emphasizes how to generate robust evidence on distributional effects, ensuring that development outcomes are not only effective but also equitable across all segments of society.

A strong focus is placed on integrating equity considerations into monitoring and evaluation systems. Participants will learn how to design indicators that capture fairness, inclusion, and social justice dimensions, moving beyond traditional performance metrics to assess who benefits and who is left behind.

The course also addresses emerging global issues such as climate justice, digital inequality, migration, and urban exclusion, highlighting how these factors influence equity outcomes. Participants will explore how impact assessment frameworks must evolve to reflect these complex and intersecting challenges in modern development contexts.

By the end of the course, participants will be able to design and implement advanced equity impact assessments that inform policy, improve programme design, and strengthen social development outcomes. They will be equipped to ensure that development interventions are not only impactful but also fair, inclusive, and socially just.
