Course Introduction
Effective regulation is essential to protecting citizens, maintaining fair markets, safeguarding public interests, and supporting sustainable economic and social development. Yet regulatory systems can become unnecessarily complex, costly, slow, fragmented, or disconnected from changing technologies and societal needs. The Advanced Smart Regulation and Regulatory Innovation Training Course equips government regulators, policymakers, and institutional leaders with advanced approaches for designing, implementing, reviewing, and modernizing regulatory systems that are proportionate, adaptive, evidence-based, digitally enabled, and focused on measurable public outcomes.
The programme examines the evolution from traditional command-and-control regulation toward smarter regulatory approaches that combine rules, standards, incentives, market mechanisms, behavioural insights, technology, data, supervision, and stakeholder engagement. Participants will explore how regulators can achieve policy objectives while minimizing unnecessary compliance burdens and avoiding unintended consequences. The course emphasizes practical regulatory design, ensuring that interventions are appropriately targeted, enforceable, understandable, and capable of adapting as markets, technologies, risks, and citizen expectations change.
A central focus is regulatory innovation. Participants will examine regulatory sandboxes, outcome-based regulation, risk-based supervision, adaptive regulation, principles-based approaches, digital regulation, experimental policy methods, and data-driven enforcement. They will learn how to identify circumstances where conventional regulation may be ineffective and how innovative approaches can be tested before being scaled. The course also develops advanced capabilities in regulatory impact assessment and regulatory quality management.
