Course Introduction

Forced displacement is one of the most pressing humanitarian and policy challenges of the modern era, driven by conflict, persecution, climate change, and socio-economic instability. This course provides an advanced understanding of refugee protection frameworks, displacement governance systems, and policy responses at national and international levels.

Participants will explore the complex legal, political, and operational dimensions of forced displacement, including asylum systems, refugee rights, durable solutions, and burden-sharing mechanisms. The course emphasizes evidence-based policy design and coordinated multi-level responses to displacement crises.

A key focus is placed on the intersection between humanitarian assistance, development planning, and peacebuilding in addressing displacement challenges. Participants will learn how integrated approaches can support long-term solutions such as return, local integration, and resettlement.

The course also examines the role of international organizations, governments, and civil society in managing displacement flows. It highlights coordination challenges and opportunities for improving governance structures that support displaced populations more effectively and equitably.

Emerging global issues such as climate-induced displacement, urban refugee integration, irregular migration, and protracted refugee situations are also covered. These evolving dynamics require adaptive policy frameworks and innovative protection mechanisms.

By the end of the course, participants will be able to design, analyze, and evaluate advanced refugee and displacement policies that promote protection, resilience, and sustainable solutions for displaced populations.
