Course Introduction

Social protection and welfare systems are critical instruments for reducing poverty, supporting vulnerable populations, and ensuring inclusive economic and social development. These systems generate extensive records from cash transfer programs, health insurance schemes, pension systems, unemployment benefits, and social assistance programs. Effective records governance is essential to ensure fairness, transparency, and accountability in service delivery.

In many countries, fragmented and poorly managed welfare records systems lead to inefficiencies such as duplicate beneficiaries, exclusion errors, fraud, and delayed service delivery. This course equips participants with advanced skills to design structured records governance frameworks that improve targeting accuracy, beneficiary management, and program accountability in social protection systems.

A key focus of the course is beneficiary lifecycle management, covering registration, eligibility assessment, enrollment, benefit distribution, monitoring, and exit processes. Participants will learn how well-governed records systems ensure that social assistance reaches the right individuals and households efficiently and transparently.

The course also explores digital transformation in social protection systems, including integrated social registries, biometric identification systems, mobile payment platforms, and social welfare management information systems. These technologies generate large-scale data that must be properly governed to ensure accuracy, interoperability, and protection of sensitive personal information.

Another critical emphasis is placed on data protection, privacy, and ethical governance in welfare systems. Participants will understand how to manage sensitive socio-economic data responsibly while complying with national regulations and safeguarding vulnerable populations from misuse or discrimination.

By the end of the course, participants will be able to design and implement advanced records governance systems for social protection and welfare programs. They will be prepared to improve service delivery efficiency, strengthen targeting mechanisms, reduce fraud, and enhance social equity outcomes.
