Course Introduction
Public institutions operate within mandates that define their authority, responsibilities, functions, and obligations to government and citizens. Over time, however, institutional mandates can become fragmented, duplicated, outdated, overly broad, or poorly aligned with changing policy priorities and public needs. This course provides senior public-sector leaders with advanced methods for reviewing institutional mandates, structures, operating models, and capabilities to ensure that organizations remain relevant, effective, accountable, and fit for purpose.
Advanced Public Institution Mandate, Structure and Operating Model Review Training Course examines the relationship between statutory or policy mandates and the organizational arrangements established to deliver them. Participants will explore how mandate clarity influences institutional design, governance, decision rights, accountability, resource allocation, workforce requirements, processes, technology, partnerships, and service delivery. The programme provides a systematic approach for identifying gaps between what an institution is expected to achieve and how it is currently structured to perform.
Institutional reviews require more than examining organizational charts. Participants will learn how to assess functions, roles, reporting lines, decision authorities, processes, capabilities, resources, performance, stakeholder relationships, and institutional interfaces. The course focuses on identifying duplication, overlaps, gaps, unnecessary layers, fragmented accountability, weak coordination, inefficient processes, and capability constraints that may prevent institutions from delivering their mandates effectively.
The programme also addresses operating-model redesign and organizational restructuring. Participants will examine alternative structural configurations, including centralized, decentralized, functional, divisional, matrix, shared-service, networked, and digitally enabled models. They will learn how to evaluate these options against criteria such as strategic alignment, efficiency, responsiveness, governance, resilience, service quality, financial sustainability, workforce capability, and implementation feasibility.
Changing public-sector environments increasingly require institutions to reconsider how they operate. Digital government, artificial intelligence, automation, data ecosystems, climate pressures, fiscal constraints, demographic change, interagency collaboration, and evolving citizen expectations can fundamentally alter institutional requirements. Participants will explore how these emerging issues should be incorporated into mandate and operating-model reviews while addressing risks involving cybersecurity, privacy, digital inclusion, workforce disruption, and responsible technology use.
The course culminates in a practical institutional review framework that participants can apply to real organizational challenges. Participants will learn how to develop evidence-based findings, evaluate future-state options, construct recommendations, prioritize reforms, assess implementation risks, and communicate proposed changes to executives and stakeholders. The emphasis is on producing credible reviews that strengthen institutional clarity, organizational effectiveness, operational performance, accountability, and sustainable public value.
