Course Introduction
Public Financial Management (PFM) forms the backbone of effective governance, ensuring that public resources are mobilized, allocated, and utilized in a transparent, efficient, and accountable manner. In an era of increasing fiscal constraints, governments must strengthen their financial systems to maximize development outcomes. This course provides a deep and practical understanding of advanced PFM systems, fiscal policy design, and sustainable resource mobilization strategies.
Fiscal policy plays a central role in shaping macroeconomic stability, economic growth, and equitable development. Governments must continuously balance revenue generation, public expenditure, debt management, and investment priorities to achieve national development goals. Participants will explore how fiscal policy tools are designed and implemented to address economic challenges while promoting inclusive and sustainable growth.
Resource mobilization has become increasingly complex due to declining aid flows, rising debt burdens, and expanding development needs. Governments and institutions must diversify revenue sources, improve tax administration, and explore innovative financing mechanisms. This course equips participants with strategies for expanding fiscal space through both domestic and external resource mobilization approaches.
Modern public financial systems require strong institutional frameworks that ensure budget credibility, fiscal discipline, and performance-based resource allocation. Weak financial governance often leads to inefficiencies, corruption risks, and poor service delivery outcomes. Participants will gain insights into strengthening institutions, improving budget execution, and enhancing fiscal transparency.
Debt sustainability and macro-fiscal stability are critical concerns for both developing and emerging economies. Governments must manage borrowing strategically while ensuring long-term fiscal health. This course examines debt management frameworks, fiscal risk assessment, and strategies for maintaining sustainable public finances in volatile economic environments.
By the end of the course, participants will be able to design and implement advanced PFM systems, formulate effective fiscal policies, and develop innovative resource mobilization strategies that enhance national development and economic resilience.
