Course Introduction
Citizens increasingly expect government services to be simple, connected, timely, and responsive to their circumstances rather than fragmented across departments and administrative processes. Traditional service models often require people to identify the correct agency, understand complex eligibility requirements, submit the same information repeatedly, and navigate multiple channels to access support. The Advanced Proactive Government Services and Life-Event Service Design Training Course equips public-sector professionals with advanced methods for redesigning government around citizens’ needs, life events, and changing circumstances.
The programme explores the shift from reactive, application-based services toward proactive and anticipatory government. Participants will examine how institutions can use trusted data, interoperability, digital identity, automation, analytics, and service integration to identify when people may need government support and provide relevant services with appropriate consent, safeguards, and human oversight. The course emphasizes that proactive services must remain transparent, inclusive, lawful, explainable, and respectful of individual choice rather than becoming intrusive or overly automated.
Life-event service design provides the central organizing framework. Instead of designing services around institutional boundaries, participants will learn to map experiences such as starting a family, entering education, finding employment, starting a business, moving residence, retirement, disability, bereavement, or accessing social support. They will explore how multiple government interactions can be redesigned into coordinated journeys that reduce administrative burdens, eliminate unnecessary duplication, improve accessibility, and provide seamless support across agencies.
The course provides practical approaches to understanding citizens and service users through research, journey mapping, service blueprinting, behavioral insights, data analysis, stakeholder mapping, and co-design. Participants will learn how to identify pain points, administrative burdens, service gaps, eligibility triggers, information requirements, channel preferences, and moments when proactive intervention could create meaningful value. Particular emphasis is placed on designing services for vulnerable populations and people who may face barriers related to digital access, language, disability, literacy, geography, or socioeconomic circumstances.
Data governance and responsible automation are addressed throughout the programme. Proactive services depend on the responsible exchange and use of information across government institutions, making privacy, data quality, consent, purpose limitation, cybersecurity, accountability, and information governance essential. Participants will examine how artificial intelligence, predictive analytics, rules engines, event-driven architectures, and automated notifications can support proactive services while managing risks such as inaccurate predictions, exclusion, profiling, discrimination, excessive surveillance, and inappropriate automated decisions.
By the end of the course, participants will be able to design and govern proactive government services centered on life events and citizen outcomes.
