Course Introduction

Government officials are increasingly required to solve policy problems that are complex, interconnected, uncertain, and resistant to conventional administrative approaches. Effective policy problem-solving requires more than identifying symptoms or selecting immediate interventions; it involves diagnosing root causes, understanding systems, evaluating evidence, identifying constraints, and designing practical responses. This course provides government professionals with advanced analytical frameworks and structured problem-solving methods for addressing difficult public-sector challenges.

Complex policy problems frequently involve multiple institutions, competing interests, limited resources, incomplete information, and unintended consequences. Participants will learn how to distinguish symptoms from underlying causes and how to frame problems in ways that make them analytically manageable. The programme introduces problem trees, causal analysis, systems thinking, stakeholder mapping, root-cause analysis, issue trees, behavioural analysis, and institutional diagnostics to help participants understand why policy problems persist and where intervention may be most effective.

The course further explores the design and assessment of policy solutions. Emerging technologies are reshaping the way governments diagnose and solve policy problems. Artificial intelligence, predictive analytics, geospatial analysis, simulation, digital twins, real-time dashboards, and automated evidence synthesis can accelerate analytical work and reveal patterns that might otherwise be missed. Participants will examine practical applications of these technologies while addressing algorithmic bias, data quality, privacy, cybersecurity, explainability, model uncertainty, and human oversight.
