Course Introduction
Monitoring, Evaluation, Accountability and Learning (MEAL) systems have become essential pillars of effective development programming, ensuring that organizations can demonstrate results, improve performance, and maintain transparency. In an increasingly data-driven development environment, NGOs and institutions are expected to show evidence of impact, value for money, and continuous learning. This course provides participants with advanced competencies to design and implement robust MEAL systems that strengthen decision-making and organizational effectiveness.
Development partners, including bilateral donors, multilateral agencies, and private foundations, now require rigorous evidence-based reporting and measurable outcomes from funded programs. Organizations must therefore go beyond basic monitoring to develop integrated systems that link planning, implementation, evaluation, and learning. Effective evaluation is not only about measuring outputs and outcomes but also about understanding program relevance, efficiency, sustainability, and impact.
