Course Introduction

Medium-term budget frameworks (MTBFs) are critical instruments for strengthening fiscal discipline, improving predictability in public expenditure, and ensuring sustainable economic planning across government systems. This course equips participants with advanced skills to design and manage MTBF systems aligned with fiscal sustainability goals.

In many public sector environments, short-term budgeting cycles undermine long-term planning and lead to inefficient resource allocation. This program addresses these challenges by introducing structured multi-year budgeting approaches that enhance coherence between policy priorities and fiscal realities.

Fiscal sustainability has become a central concern for governments facing rising debt levels, revenue volatility, and increasing public service demands. This course provides analytical tools to assess fiscal space, manage deficits, and ensure long-term budget stability through medium-term planning frameworks.

Participants will explore how medium-term expenditure frameworks integrate macroeconomic forecasting with sectoral planning and budget allocation. The program emphasizes aligning policy objectives with realistic financial projections to improve credibility and efficiency in public financial management systems.

The course also highlights institutional reforms required to implement effective MTBF systems, including strengthening coordination between ministries of finance, planning agencies, and line ministries. Participants will learn how to overcome implementation bottlenecks and enhance inter-agency collaboration.

By the end of the course, participants will be able to design and implement robust medium-term budget frameworks that enhance fiscal sustainability, improve policy coherence, and strengthen national economic resilience
