Course Introduction
The Advanced Local Government Administration and Decentralization Training Course equips public-sector professionals with advanced knowledge and practical capabilities for managing decentralized government systems, strengthening local institutions, improving service delivery, and coordinating responsibilities between national and subnational levels of government. The programme examines the institutional, administrative, financial, political, legal, technological, and performance-management dimensions of effective local governance.
Decentralization transfers selected responsibilities, authority, resources, and decision-making functions closer to citizens, creating opportunities for more responsive, accountable, and locally appropriate public administration. However, successful decentralization requires clearly defined mandates, capable institutions, sustainable financing, effective coordination, appropriate oversight, strong leadership, citizen participation, and reliable performance systems. Participants will explore these requirements and assess how local governments can translate decentralized authority into measurable improvements in public services and community outcomes.
The course provides practical frameworks for local government organization, intergovernmental relations, administrative coordination, local planning, budgeting, revenue mobilization, procurement, human-resource management, service delivery, accountability, public participation, risk management, and institutional performance. Participants will examine how local authorities can strengthen administrative systems while responding to diverse community needs and operating within national policy, regulatory, and fiscal frameworks.
Particular attention is given to the relationship between decentralization and local development. Participants will explore mechanisms for coordinating local development plans with national priorities, aligning budgets with community needs, strengthening local revenue, managing development programmes, improving infrastructure and services, and engaging citizens in planning and oversight. The programme also addresses common decentralization challenges such as overlapping mandates, limited capacity, resource disparities, weak coordination, political-administrative tensions, and accountability gaps.
Emerging local-government issues are integrated throughout the programme, including digital decentralization, smart local government, e-government, geographic information systems, data-driven decision-making, artificial intelligence, participatory budgeting, climate resilience, urbanization, metropolitan governance, intergovernmental data exchange, and digital citizen engagement. Participants will examine how technology and innovation can improve local administration while considering cybersecurity, privacy, digital exclusion, data governance, and institutional readiness.
By the end of the course, participants will be able to assess decentralized governance systems, improve local administrative structures, strengthen intergovernmental coordination, enhance local financial management, improve service delivery, develop local institutional capacity, and establish stronger performance and accountability mechanisms. The programme supports local governments in becoming more responsive, efficient, transparent, innovative, financially resilient, and capable of delivering sustainable public value.
