Course Introduction

Digital government transformation succeeds when technology is designed around the real needs, expectations, capabilities, and experiences of people. Governments may deploy sophisticated platforms and digital channels, yet still create frustration when services are difficult to understand, inaccessible, fragmented, or disconnected from citizens’ circumstances. The Advanced Human-Centred Digital Government Transformation Training Course equips public-sector professionals with advanced strategies for designing digital government around citizens, businesses, employees, and communities while achieving measurable institutional transformation.

The course explores human-centred transformation as an enterprise discipline that connects policy, service design, technology, organizational change, data, accessibility, inclusion, and operational improvement. Participants will learn how to understand user needs through research, journey mapping, behavioral insights, service analytics, stakeholder engagement, and continuous feedback. They will examine how these insights can inform government policy, service design, technology investments, process redesign, and transformation priorities.

A central focus is placed on redesigning government services around complete user journeys rather than individual departmental processes. Participants will examine how fragmented institutions can create unnecessary forms, repeated information requests, disconnected channels, confusing eligibility requirements, and multiple authentication processes. The programme also addresses inclusive and accessible digital transformation.
