Course Introduction

The Advanced Government Revenue Administration and Tax Management Training Course provides a comprehensive and practical framework for strengthening government revenue systems, improving tax administration, enhancing compliance, managing taxpayer services, and increasing the efficiency, fairness, and sustainability of public revenue mobilization.

Effective revenue administration is central to fiscal sustainability and the capacity of government to finance public services, infrastructure, social programmes, and national development priorities. The programme examines the complete revenue-management cycle, from tax policy implementation and taxpayer registration through assessment, filing, collection, enforcement, dispute management, debt recovery, reporting, and compliance improvement.

Participants will explore how revenue authorities can strengthen taxpayer compliance while improving the taxpayer experience. Particular attention is given to risk-based compliance management, taxpayer segmentation, voluntary compliance, audit selection, arrears management, fraud detection, service quality, digital filing, electronic payments, and data-driven enforcement.

The course also addresses the institutional and operational dimensions of modern tax administration. Participants will examine revenue governance, organizational structures, process management, internal controls, staff performance, information management, inter-agency coordination, anti-corruption measures, and institutional accountability.

Digital transformation is a major component of the programme. Participants will examine integrated tax administration systems, electronic registration, e-filing, digital payments, data matching, automated risk assessment, artificial intelligence, predictive compliance analytics, taxpayer portals, and real-time revenue intelligence. The programme also considers the risks associated with digital revenue administration, including cybersecurity, data privacy, algorithmic bias, system interoperability, data quality, fraud, and responsible AI governance.

By the end of the programme, participants will be able to assess revenue administration systems, improve tax compliance strategies, strengthen collection and enforcement processes, manage taxpayer relationships, use revenue data more effectively, and support modernization of government revenue institutions. The course is designed to help public-sector organizations build revenue systems that are efficient, transparent, equitable, digitally enabled, service-oriented, and resilient.
