Course Introduction
Effective government depends on the ability to translate public policy into sound administrative practice, coordinated implementation, accountable decision-making, and measurable public outcomes. Policy management connects policy formulation, analysis, implementation, coordination, monitoring, evaluation, review, and institutional learning, while administrative practice provides the systems and procedures through which government decisions are converted into operational action. This course provides an advanced and practical framework for strengthening policy management and administrative capability within public institutions.
Government policies increasingly address complex problems that cross institutional, economic, social, technological, environmental, and administrative boundaries. Effective policy management therefore requires more than preparing policy documents. Public officials must understand policy problems, assess evidence, evaluate alternatives, anticipate implementation challenges, coordinate institutions, manage stakeholders, allocate resources, monitor results, and adapt policies when evidence or circumstances change.
The course examines the complete government policy cycle and its relationship with administrative systems. Participants will explore policy problem definition, evidence gathering, policy analysis, option appraisal, consultation, policy formulation, decision-making, implementation planning, regulatory and administrative instruments, performance monitoring, evaluation, policy review, and reform. Particular attention will be given to ensuring that policies are administratively feasible, financially realistic, legally sound, institutionally supported, and capable of producing intended outcomes.
Strong policy management requires effective coordination across government. Participants will examine practical approaches for interministerial coordination, policy committees, technical working groups, implementation structures, administrative coordination mechanisms, stakeholder engagement, and policy communication. The course also addresses how public administrators can manage competing priorities, institutional mandates, implementation dependencies, political and operational pressures, and conflicting stakeholder interests while maintaining professionalism and accountability.
Digital technologies are increasingly influencing policy and administrative practice. Participants will examine government data systems, policy dashboards, digital workflow platforms, regulatory technology, administrative analytics, artificial intelligence, automated reporting, and decision-support tools. Emerging applications will be considered alongside challenges involving data quality, privacy, cybersecurity, algorithmic accountability, interoperability, digital exclusion, responsible AI, and human oversight.
Administrative excellence also requires strong governance. Participants will examine accountability, transparency, ethics, administrative law, internal controls, risk management, records, documentation, delegation, decision rights, service standards, and institutional performance.
