Course Introduction

Government innovation labs have become important platforms for helping public institutions address complex problems, test new approaches, improve services, and accelerate policy innovation. However, establishing a lab is not enough to produce meaningful public value. Effective innovation labs require strong leadership, clear mandates, disciplined experimentation, appropriate governance, skilled multidisciplinary teams, stakeholder engagement, evidence-based decision-making, and mechanisms for scaling successful ideas. The Advanced Government Innovation Lab Leadership and Management Training Course equips senior public-sector professionals with the strategic and operational capabilities required to establish, lead, manage, and institutionalize high-performing government innovation labs.

The programme examines the role of innovation labs within modern government and explores how they can complement conventional policy, planning, programme, and service-delivery structures. Participants will examine different innovation-lab models, operating mandates, governance arrangements, portfolio structures, staffing models, funding mechanisms, partnership approaches, and innovation methodologies. The programme addresses experimentation in policy, regulation, public services, technology, organizational processes, and citizen engagement.
