Course Introduction
Government digital services are becoming central to how citizens, businesses, communities, and public institutions interact with government. Effective digital services must do more than place existing forms and procedures online; they should simplify journeys, reduce administrative burdens, improve accessibility, protect sensitive information, and deliver reliable outcomes. This advanced course provides a comprehensive framework for designing, implementing, managing, and continuously improving government digital services that are citizen-centred, secure, inclusive, interoperable, scalable, and aligned with public-sector priorities.
Successful digital service delivery begins with a clear understanding of users and the problems they need government to solve. Participants will examine service discovery, user research, journey mapping, personas, service blueprints, accessibility, usability, behavioural insights, prototyping, testing, and feedback mechanisms. The course demonstrates how governments can identify unnecessary steps, duplication, delays, documentation requirements, and institutional barriers before translating services into digital environments. Participants will learn to design services around end-to-end user journeys rather than departmental boundaries, helping create simpler and more coherent interactions across multiple government institutions.
Digital service implementation requires strong technical and organisational foundations. Participants will explore digital identity, authentication, digital payments, electronic signatures, application programming interfaces, interoperability, cloud infrastructure, data platforms, case-management systems, workflow automation, and integrated service portals. The course examines how these components can be assembled into reliable digital service architectures while maintaining security, scalability, performance, resilience, and appropriate governance. Participants will also consider how legacy systems and fragmented institutional structures can be integrated, modernised, replaced, or strategically managed during transformation.
The programme places strong emphasis on implementation management and operational readiness.
