Course Introduction

Electronic records have become a fundamental component of modern government administration, supporting accountability, institutional memory, legal compliance, policy development, service delivery, financial management, procurement, and evidence-based decision-making. As government institutions transition from paper-based environments to increasingly digital operations, records are being created across email systems, document-management platforms, cloud applications, databases, collaboration tools, case-management systems, mobile devices, websites, and automated workflows. This advanced course provides a comprehensive framework for managing electronic records and digital information throughout their lifecycle while preserving authenticity, integrity, accessibility, security, and evidential value.

Effective electronic-records management requires much more than storing documents electronically. Government institutions must establish policies, classification schemes, retention schedules, metadata standards, disposal procedures, access controls, audit trails, preservation strategies, and accountability mechanisms. Participants will examine how to develop and implement records-management frameworks that operate across ministries, departments, agencies, local authorities, and other public institutions. The programme addresses the challenges created by information proliferation, duplicated records, uncontrolled document repositories, inconsistent naming conventions, fragmented ownership, inadequate retention practices, and weak institutional controls over digital information.
